Broken cross-references in PDFs

You are correct when you surmise that cross-references that are
contained in text insets are not converted to hyperlinks in a PDF
produced from FrameMaker. I wish it were otherwise, but it is not.

The only way to produce a working hyperlink inside a text inset is
to use an explicit hypertext marker rather than a cross-reference.
Unfortunately, the text of the hyperlink "hot spot" will no longer
be updated by FrameMaker since it is no longer a cross-reference.
If the numbering or wording of the hyperlink's target paragraph
changes, you'll have to update the string in the text inset manually.

My opinions only; I don't speak for Intel.
