"Standard" browsers; was: RE: Standard WinHelp vs. WinHelp 2000

I think a distinction needs to be made between creating a web site that works across multiple browsers and creating and testing a web based application that works across multiple browsers. 
 
The second one is more difficult and frequently too expensive to justify the cost of supporting multiple browsers for a targeted application. (It's analogous to supporting multiple operating systems when writing applications.)
