The Peter Principle states that in a hierarchically structured
administration, people tend to be promoted up to their "level of
incompetence".

I'm not actually that cynical. I have, from time to time, been a
project manager or otherwise had a leadership function, and I like it,
if I can do it well and make everyone's life easier (both client and
in-house). In my view, some people are able to be capable managers and
they should really want to do it before taking on the position, or
performance suffers.
