Send around meeting invites. In the invite, state that if quorum
cannot be reached 1 hour prior to meeting start, the meeting will be
rescheduled (and so on), and any postponed decisions will be reflected
in an updated project schedule (growing of the gantt).
This way people don't show up and waste time waiting for others, and
the effect of not having the meeting is described in very clear terms
- postponing these meetings impacts our ability to deliver product on
time.
And you can add a nice "fine print" statement to the invite:
"By accepting this meeting invitation, you agree to accept full
responsibility and accountability for any and all actionable items
assigned to you in the event of your absense."
And then make it stick, even if the action item is to "bring goodies
to the next meeting". :-)
