The person calling the meeting should clearly state what decision/s
will be made based on the meeting and that the decison/s will be
made regardless of who does and does not attend. If the person
calling the meeting is not in a position to make the decision,
someone else who is in that position should be calling it instead.
Any decision that requires a "quorum" to make is probably not
worth the electrons that will be consumed in announcing it.
