Can an AI bot write technical documents?

Like an autistic patient, a bot produces on-topic non-sequiturs.

This is a non-trivial problem to solve. Even if a bot can sense
context, it is hard for it to limit context. For example, if I ask a
room of engineers "What direction shall we take?" the average bot is
unsure if I mean national politics, species-level genetic enhancements,
or what's for lunch.
