Adobe Photoshop - Images

Try the following:

1.  Open your image in PS
2.  Create a new layer
3.  Click the new layer so it is active (where the path will go)
4.  Select your Ellipse tool; click the Paths icon in the upper left corner
of the Paths toolbar (hovering icon shows Paths)
5.  Draw your path on the active layer
6.  Click the Paths tab (next to layers)
7.  Alt click the path layer just created; marching ants have their fun :)
8.  Edit > Stroke > Apply settings;  Ctrl +Z to erase the setting and
reapply if needed.
9.  Crtl + D to deselect
10.  Select the Move Tool.
11.  Right click the layer with the stoked path; choose Create Clipping
Mask.
12.  Edit > Transform > Move/Distort/Adjust as needed; click Enter to set
the circle
13.  Delete the path layer if it shows in the image.
14.  Save the psd file appropriately.
15.  Repeat as necessary and Free Transform to adjust the circle if needed.

Jazz up the circle layer with blending options as always.  My psd is
attached.

(This seems very messy for such a simple task, but it works and the circle
is editable in shape, not stroke at this point)
