This or These Personnel?

Diane,

   If Nicole was going to list the personnel, this would certainly clear
the problem. However, from her original example, all she's saying is
that certain personnel are going to work on the effort and will assist
with the testing. Keeping with this reference, I'd say "these
personnel". However, as is so often the case, this could be resolved by
rewriting it:

Select personnel will work on this effort and assist with testing.
