Do you mean you can't use a SEQ field? It's just a field, not a "reference field" and it's no less "fieldish" than a cross-reference or caption numbering field.

Aside from that, I think both Dave Knopf's (excellent) solution and using the Numbered tab limit you to a single-level procedural list (which is not a bad thing).

IF you must have multiple levels, then you need to force your writers to type in the substep letters manually (also not bad, as it discourages substeps) OR go with the Outline Numbered tab.
