Word numbering best practice question?

There's a somewhat dated solution to Word's numbering glitches on my 
friend David Knopf's page:

It mentions RoboHelp, but it really addresses Word's problems. Not sure 
if this is relevant to the OP's situation, though. I have used it years 
ago, and it works, but I don't recall the details.
