[TCP] Looking for a graphic hot spot tool similar to the oldRoboHelp SHED

My old standby for this is Corel PhotoPaint.  The program allows you
to define hotspots in standard shapes or by drawing them free-form,
then generates the appropriate HTML and map files that you just move
or paste in where you need them.
