I guess this is another instance of "It depends," because their position
seems to be different in your organization than it is in mine.

Here, QA engineers are (like me) included in requirements meetings and
in reviews of the engineers' designs for implementing those
requirements. They don't just test compiled code looking for bugs, they
contribute to the development effort at every stage.
Maybe that's not all that common. <shrug /> But then, neither is having
tech writers contribute at every stage.
