That's probably true.  My world is that of a contractor.  I produce
documents and I release them to my customers.  I am not an employee of a
company where I can keep an arsenal of tools for documentation and just
release a pdf or printed copy of my work.  I'm not really permitted to use
my own computer or tools either.  I even need to be careful with the styles
that I use because reviewers sometimes change things in the template and
break things.  

In a case where somebody does have access to appropriate technology to get
the job done, then the answer to document handling issues is, "use the
appropriate applications and use them correctly."  In cases like mine where
I do not have access to good tools and where I do not "own" my documents,
then the answer to the issues is, "find the best workaround if using the
available applications correctly does not work."
