Unfortunately, there is always someone within the organization that slows the process down.  I always recommend candidates to continue to call me even if they think they are being pushy.  

Alot of times managers within large companies post positions when the work is in proposal mode.  The reason for this is, the customer could say they need these people to start next week, and we haven't begun filling our pipeline of qualified candidates.  When I have a position that is posted and it is still contingent, I ALWAYS let the candidate know that this position is not fully funded yet, we are currently bidding on the work, and this is the time frame.  I ask them if they are ok with the timeframe.
