[TCP] certification (was: ranting STC)

I think many of us like the idea of certification for
the same reason developers do: at this point, a
college degree alone doesn't count for much, nor is
experience universally recognized, so a certification
means that even if the person hiring is total moron
they can recognize a base salary.
