[TCP] certification (was: ranting STC)

I don't think you be sure that the topics below were covered in high
school, at least not anymore. If they were for you and you can prove
it to the certification board, a quick get. In any case, would you,
as someone hiring a writer, like to be asured that they have the
skill regardless of where it came from?
