I'm not sure which "skew in job title" you mean. If you're referring to 
the CNN Money article, the IE position it describes isn't a TW job. It's 
not a case of someone coming up with a fancy new title for a technical 
writer.

As Arroxane said, some people who have worked as TWs would have a head 
start on a job like this, but that doesn't make it TW job--whatever you 
call it.
