This would be where version control software, or at least
password-protection on the file, would come in useful, yes?
Doesn't solve the obnosious co-worker, tho.
Unfortunately, there's usually no way to quantify obnoxiousness.
* Your Mgr or HR could talk to her about professional manners in the
workplace?
* Perhaps refusing to work with her, and yr other team-mates doing the same,
might be a sign to Mgmt? That might not be an option, tho.
* If your HR is the warm fuzzy type, discuss the problem with them - in
terms of diminished productivity resulting from obnox's actions?

Its not unheard of someone opening another person's files, I had it happen
to me. The person actually made changes and they were incorrect on top of
that. We never actually got this person in the act but I had been with the
company for double digit years so when I finally made a stink, the company
smelled!! Good luck, I hope you are able to work things out!!

I wouldn't refuse to respond to anything directed at me, but would keep the
responses short and to the point:
"Did you open my file?"
"No."
You opened my file, didn't you?"
"No."
etc.
OTOH, when the problem coworker stands in her cube and loudly shouts,
"Someone's opened my file! Who opened my file?" at the entire room, that's
the one that should go unanswered. After all, if you didn't open the file
she's not even talking to you, right?

Then, as Gene stated, if you are the file fiddler, then you should respond;
otherwise, if you are not fiddling with "her" files, there is no need for
you to say anything.
