Agree with others that technical accuracy is key. 
   
  IMO - main difference between the two attributes (other than priority) involves shared responsibility. A manual may be technically inaccurate for many reasons - poor feedback & reviews, last-minute feature changes, lack of access to resources, etc. But given enough time in the schedule, if a manual is poorly written - then the writer is accountable.
