Primordial or Primitive objects for installation and configuration

Folks,

Ever heard of this phrase - Primordial or Primitive objects? My boss seems to think it has something to do with software installation and configuration: "those configurable items that must/should be set-up before configuring other dependent objects or before exercising the system in any significant way". I guess he means the post-install - pre-production items, but he isn't really sure himself.

I couldn't find a reference, but maybe I'm looking for the wrong thing.
