Absolutely.  In the Quality field, a certification applicant has not
only passed a test, they (or an employer) have shelled out the $150 or
so to take it.  This tells me they are serious about wanting the job
that lists the certificate as a prerequisite.  My own questions will
have to determine if they retained the test material and if they know
how to use the information.
