Buying software as an independent contractor

There is no distinction between hardware or software.

As an independent contractor you are required to 
provide your own equipment and supplies, but 
there is no requirement as to where you obtain 
them.  So buy or rent them from your client. Add 
a provision to your contract that specifies an 
amount that you will pay your client for the use 
of their facilities, equipment and/or supplies, 
and that any use of these by you will be for your
convenience and not a client requirement.  A 
nominal $25 or so a month should suffice, which 
you document on each billing statement and 
deduct from your billed amounts.
