I'm not surprised, since there's no such thing, at least not in any  
meaningful way. The only universally applicable answer is: "As long  
as it takes to communicate what you're trying to say without boring  
the reader." Every newsletter has different requirements, both  
because of the preferences of its editors and the patience of their  
audience.

The more effective question you should be asking comes in two flavors:
1. If you're a writer looking to publish, contact the newsletter's  
editor and ask them.
2. If you're an editor trying to decide how to structure and size  
articles, spend some time asking your audience what they like and  
what they're prepared to read.
