How much time/effort to administer SharePoint server?

Depends on the intent of the writer and the guys that tasked him that.
Initial setup may require about 1-2 hrs if that's plain WSS 3 you deploy,
not MOSS 2007.
Basic tasks like backing up a simple "farm" usually don't take much time. It
usually takes about half-an-hour to 1 hr to design a decent meeting
workspace or define several content types. The most risky part is getting
him involved in programming web parts and tools not available from
codeplex.com or third-party ISVs. That will get him learning C# and the
Object Model and eventually may lead him the way to development. That part
of his future really depends on the management.
If educated well on the subject, he's unlikely to get too much DBA-oriented,
rather xml/xslt savvy, which may be quite useful if you employ the xml-based
authoring tools for writing/assembling the docs.
The bottom line: Give it a try.
