Apparently, there was a (now defunct) "Open Source Writers Group" at
oswg.org, but that domain now appears to be owned by a domain squatter.
It looks like there's content about the group here:

    http://www.ibiblio.org/oswg/

It looked like a really promising start (back in 2000) that apparently
died.  What a shame ... :-(
