I might rate OSS doco work quite highly, but as with any other sample I 
want to look at the contribution myself and I want to be able to verify 
how much of it is the applicant's own work--100%, 90%, 50%, 1%, ...

It seems to me it would be easier to assess a programmer's actual 
contribution to the software than a technical writer's contribution to 
the docs. That's just my feeling though--I don't know enough about how 
OSS projects work to be sure.
