departments within an organization. An engineer or scientist may only
have access within a given sphere. Because they have their fingers in so
many pies, it's imperative to ensure that those fingers are clean. Yes,
it is both very evil and very necessary. But she isn't writing assembly
manuals for tricycles..... - We all know what working for NASA means.

I don't know. I looked up Foster's record and she seemed very
intelligent and capable, with shrewd judgment. Maybe there is more
going on than meets the eye. I sent it to the list out of curiosity
about what other technical writers are thinking, especially since I
know there are many people on this list with military or goverment
experience.
