I don't know. I looked up Foster's record and she seemed very

intelligent and capable, with shrewd judgment. Maybe there is more

going on than meets the eye. I sent it to the list out of curiosity

about what other technical writers are thinking, especially since I

know there are many people on this list with military or goverment

experience.
