Technical author leading resistance to background checks at NASA

The way I read it, the crux of the issue is that the positions/projects 
don't actually require any security ratings or clearance.

The large corporation I work for does background checks (including 
credit checks) and checks references.  This now also includes 
drug testing.  But unless you're on a project where actual security 
clearance is required, that's where it ends.  They don't go to the 
next level of "invasive" background checks, interviews with everyone 
you've ever met, etc. that governement-type clearance requires. 

However, when they acquired the company I worked for 10+ years 
ago, I was not drug tested and I don't know if they checked anything else
at time.  If my company suddenly decided to get into their way-back machines
and check long-standing employees without declaring that all employees 
now need to have security clearance to work here, I don't know that I'd be 
happy about it.

Which is what's happening to the folks at JPL et. al., being subjected to the 
full-on clearance dance, without actually being recognized as 
government-rated A-OK.
