Yes, but unnecessary, overkill or even downright stupid 
don't constitute illegal violations of Constitutional rights
or statutory law that can be challenged in the courts.  And
I wish I had a buck for every unnecesary and stupid new
accounting requirement I've heard incorrectly attributed 
to "SOX compliance."

The terms of employment have changed.  It happens a lot.
