I believe the article does not intend to convey that
Author-it’s approach to maintaining documentation in
multiple, concurrent release is not ideal. 

Rather, it’s pointing out to users that Author-it’s
version control features are not the features to use
for maintaining documentation in multiple, concurrent
releases.

The article goes on to direct users to leverage the
duplicate book feature in order to manage their
releases.

I completely agree with you that the right tool (or
combination of tools!) for the job depends on the
factors you mentioned.
