We test natively on all platforms that we say we support. In our test area, we 
keep a Win 2000 and a Windows Server 2003 box up and running. Most of 
us are running XP, and a few have moved on to Vista. We also have a Linux 
box set up for testing our Linux version of the software.

Most of the functionality testing is performed on XP & Vista, but we run 
install testing on all OSes (and some functionality testing on the other 
OSes).

We no longer support Windows 98 (or prior) or Windows NT. MS dropped 
support for Win 98 about four years or so ago (our justification for dropping 
it as well, plus, you'd go crazy trying to run our software on a Win98 box), 
and one of the more recent versions of Delphi dropped support for NT (thus, 
we dropped it).

In our hardware requirements section of our documentation we indicate that 
the software was "developed to run on..." and state the OSes.
