If you find "capable of being put into action" a handier formation, by all
means use it. But if you have been in a corporate environment for any time
at all, you will know that "to action" is a standard bit of bureaucratic
jargon, unlikely to be discontinued any time soon.
"Actionable" is a natural formation stemming from the verb. As is, for
example, "measurable" from the noun "measure".
