Beginning topic titles with "How to..."

I prefer "To" to "How to" because I think that "How" is
just another word to have to skip in the title to get to
the actual distinguishing verb and text.

As for Geoff's suggestion of changing to a gerund, we use
gerunds in heads for conceptual sections and infinitives
for procedure heads.
