Doxygen for commercial documentation?

Hello John,
I have a client for whom I have developed a commercial SDK using doxygen.
On the home page, doxygen.org announces:
Permission to use, copy, modify, and distribute this software and its
documentation under the terms of the GNU General Public License is hereby
granted.
The GNU GPL limits the distribution of software. It seems, therefore, that
your question seems invalid as far as documentation goes, for in the case of
documention *no software* is distributed.
Have I missed something?
