Managing 13 customizations to the same user guide

I am using Word to manage multiple versions of the
same user guide for several customers. I know that
RoboHelp can handle customized builds.

However, I am considering Structured Framemaker as a
solution.

What do you use to efficiently manage multiple
customizations to the same content?
