It might seem that way, but with higher echelons of
the bureaucracy subject to widespread sweep-outs
when the politcal winds changed, it seldom worked
out that way. I can recall instances where a new
administration or majority in Congress resulted in
funding for programs being pulled and contractors
being told to close down work and deliver all their
existing documentation to the contracting branch
within 30 days. So there is indeed excess volume,
but often swept indiscriminantly out of working file
drawers, stuffed into boxes and shipped with
excess speed,
