First thing will be that a Win 98 SE laptop would not have USB 2.0.
Will a modern (USB 2) tablet work over USB 1.x?
Are there drivers?
Do you need an old serial-interface tablet?

As for prices, I've been searching a bit and Costco online seems to have
pretty decent prices. The $400 range would get a Wacom Intuos 3 8x11
tablet. They're also much more trustable than the really
bargain-basement online sellers that get the one-star ratings (out of
five), only because the rating gizmo doesn't let people rate zero
stars...
Also, if you don't like, you can return to a bricks-and-mortar Costco
store.
Hmm.  Time to visit my piggy-bank.
