If you are going to be required to meet specific statutory or regulatory
requirements with which you are unfamiliar and untrained, you _do_ need
a specialist to guide you through the requirements without any more
delays and headaches than are necessary.  Some registrars will not or
cannot provide this service because of conflict of interest issues, but
they should be able to recommend a reliable consultant.

If you are not required to meet requirements other than the standards
(ANSI, OSHA, Great Aunt Tillie's Common Sense) -- then start with a
process flow overview (start = customer's order comes in; end = customer
accepts delivery and their check clears the bank) and chunk it out from
there.
