Thanks for the link, Jan. I will take a look. Thanks to everyone else so
far on their suggestions.
One correction: the editor does NOT have to be open source. We just need
to be able to license it.

I think the key here is that Roger's group is searching for an
open source, WYSIWYG HTML editor "that does not expose or
break the HTML code." Though none of the examples mentioned
thus far meet that criteria, you might have a look at
http://www.cmsreview.com/WYSIWYG/OpenSource/directory.html , which
provides a (an albeit somewhat dated) listing of open source HTML
editors. Based on the information in that listing, you might find one
or more applications that suit your needs.
