Word Footnotes insert hard returns

I've been asked for clarification. The footnote problem looks like this:

<return character>
<return character>
# Footnote text

In other words, you see the rule, two empty lines, and then the footnote number and text:

_________________________________________


#superscript FOOTNOTE TEXT



How are those returns getting in there and how do I stop them???
