Littler point sizes for indents?

What genius dreamed this up? Why do some ready-made templates (not that I'm mentioning POWERPOINT or anything) drop the point size for indented items?
If the point size for the body text has been chosen for legibility (please, let this be the reason it was chosen), is there some folk wisdom of which I am unaware that knows that any indented information is always of so little value that it need not be legible? As in, "Oh, that's going in a bullet -- nobody ever needs the information in bullets -- so to save space, drop that point size down from 10 to 8."
Did I miss this?
Have had actual flesh-and-blood coworkers who do this, not just the Template-Creation Elves at Microsoft.
