In 32-bit Windows: From the Start menu, choose Find, Files or Folders.

Different versions of Windows vary in arrangement of the Find dialog box, but in all versions you can search HTML files by specifying something like this:

*.htm *.html *.shtml *.phtml

and any other extensions you want to include in the search.

Elsewhere in the dialog (again differing among versions of Windows) you can specify the words you want to search for.

(The results will be typical of most full-text searches.)
