Hotlinks to Figure Tags in PDF files

Does anyone know of a workaround for the following problem? Though most of us
prefer the figure title below the picture, we are thinking of placing it at the
top of the figure for this reason.

The Problem (or what I see as a problem):

In a PDF file using hotlinks, when a figure number or figure title is used as a
cross reference it becomes a PDF hotlink. Unfortunately, when the user clicks
the hotlink, the page displays the figure number and figure title at the top of
the screen. If you have the figure title at the bottom of the figure, the
picture you want to see is off the screen at the top. If the figure number
were at the top of the picture, like table titles, the hot link would jump to
the title and show the figure as well.
