speaking completely out of my realm...

Policy: We (the company) allow domestic partnership benefits for employees
and their domestic partners. The domestic partnership must have a history of
at least 5 years. Employees wanting to apply for domestic partner benefits
must complete at least one of these criteria:
* Having documented evidence of a partnership. Such evidence can include
co-signed financial statements, ...
* Having documented evidence of a public event declaring intended
domestic partnership. Such evidence can include ...
* Having overwhelming circumstancial evidence of the existance of a
domestic partnership.
Procedure: To apply for domestic partnership benefits, the employee must:
1. Complete the "Domestic Partnership Benefits" application form (in
triplicate).
2. Submit documented or circumstancial evidence of a domestic
partnership.

imho, is it *that* much difference between a concept and a task?
