Thanks everyone.

TLHuffman made a wise suggestion - Why not look at the file using Acrobat
Reader 4.0? I did and the document looked fine. No fuzzies! Therefore, I'm
concluding that Acrobat Exchange 3.0 is the problem. I will suggest to local
management that they purchase the upgrade to Acrobat 4.05. I mistakenly
thought that it came bundled with FrameMaker 6.0.

Since my users only have the Reader available, they should not have a fuzzy
text problem.

Eventhough I use Exchange 3.0 to create thumbnails and rotate pages, it
appears I can do so without adversely effecting the text that the user sees.

Things learned:

From Melissa Fisher, Pete Boothby - Font Smoothing (anti-aliasing) needs to be
turned OFF.
From Adobe Support Pages - Found an article titled "Text Is Fuzzy On-Screen
After You Install ATM 4.0". Check it out at:
http://www.adobe.com/support/techdocs/c5a6.htm. Adobe's Solution - Deselect
the Smooth Font Edges on Screen option in ATM.
