The scummy manager, of course. If A steals money/time/resources from B, and
finds it easy to do so because B believed A to be honest, A is to blame. B
has had an unfortunate learning experience: but is no more to *blame* than
any victim of theft.

Blaming B for A's dishonesty works only on the assumption that dishonesty is
standard business practice and laudable providing you get away with it. I
choose not to work in *that* kitchen.
