Tara,

A procedure should have as many steps as are required to complete the procedure. The 7 +/- 2 rule, is not a rule. It is an interpolation from a comment in an article.

Organize the steps logically for operation, describe them clearly. How many depends on the detail required.

If you have to describe filling in a form, you have a step for each entry. Many forms have more than seven entries that are required.
