As a possible workaround, have you explored Word's Master Document
feature?

This would let you break the main document into subdocuments. Then
each of your writers could work on different subdocuments, while
working on the same master document . For example, writer A could
work on Chapter 1 (saved as a subdocument), while writer B works on
Chapter 2 (saved as a separate subdocument) and so on.

Your work and version control would be limited to making sure that no
two writers are working on the same subdocument at the same time.

While the Master Document feature would be chaos for short documents,
it might meet your needs for longer ones.
