Lisa,
You mentioned the books being scanned in at different resolutions. I'm
afraid that the resolution will not help your situation. Since the
manuals are being "scanned", the images are being treated as pictures.
You cannot edit the text because there is no text to edit; only a
picture of the text (the same as if you took a Polaroid of a book's
page). The only thing I can think of that may help you is if you can
find an OCR (Optical Character Recognition) plug-in to use with
Acrobat. Or, talk to your people doing the scanning and see if they
have an OCR package (granted, it would boost up their price). I've
heard rumors about OCR plug-ins, but have not used them, so I cannot
offer advice on where to find one or on it's effectiveness.
A low tech solution would be to create a text box (using the Form
Tool) with a white background and no border. You could then match the
font and re-type that section. Not the slickest solution, but it might
help you avoid some headaches. If you want to, feel free to send me
1-2 pages of your PDF and I'll see if there's something else I can
think of to remedy your editing situation.

...We are having several hundred legacy manuals scanned into pdf. Most
of these manuals will not be changed, but there will occasionally be a
few where we want to be able to alter the text on a page or two.
Altering the source documents is not an option since in many cases the
source documents no longer exist, and we only have hard copies
available. We are having the documents scanned in off-site, and the
scanners are using a docutech system. The problem is that when I get
the documents back I am unable to capture the text in Acrobat. When I
try, I get a message saying that the page is of an unsupported
resolution. It lists the supported resolutions as 200-600 dpi for
black and white and 200-400 dpi for grayscale and color. The documents
are being scanned in at 600 dpi. The scanner has has tried both a
"Docutech 600" and a "standard 600" dpi (I have no idea what the
difference is) and neither has worked...
