I believe the file you want is hcw.hlp--it should be in the same directory as hcw.exe (Microsoft's Help Compiler Workshop).

If you own any RoboHelp product that creates 4.x (95) Winhelp, you probably have several copies of the compiler. In fact, any tool that creates 4.x Winhelp has to include the Microsoft compiler--even if the vendor likes to pretend they invented the format!--so you may already have the help file, too.
